Старкин С.В. Военно-стратегические концепции США в отношении Китая

Аннотация: Предстоящие сдвиги в региональном военном балансе в сторону от США и их союзников в пользу Китая могут привести к деформации американской политики сдерживания. Целью настоящей статьи, являющейся логическим продолжением ряда других работ автора, посвященных проблемам региональной безопасности в АТР, является анализ основных военно-стратегических подходов Вашингтона в отношении Китайской народной республики и прогноз развития военно-политической ситуации на среднесрочную перспективу. Ряд американских экспертов утверждают, что в случае начала военных действий у Соединенных Штатов не будет иного выбора, кроме как одержать победу над вооруженными силами Китая и нейтрализовать его способность к ограничению и преграждению доступа к отдельным территориям, блокированию некоторых зон и блокированию маневра в них (концепция A2/AD) , с использованием ряда средств наступательного и оборонительного характера, включая нанесение ударов неядерными средствами по целям на территории Китая. Сторонники данного подхода поддерживают претворение в жизнь положений так называемой концепции «Воздушно-морской операции» (ВМО), критический анализ которой будет предпринят в настоящей работе. В работе, с учетом поставленных задач, использованы традиционные для гуманитарных дисциплин методы сравнительного анализа, исследование case studyes, теория принятия политических решений. Автор, разобрав основные положения так называемой «воздушно-морской операции», приходит к выводу, что американские политикоформирующие, штабные и экспертно-аналитические структуры проводят целенаправленную работу, направленную на сохранение собственного силового потенциала в Азиатско-тихоокеанском регионе. Суммарная военная мощь США должна гарантированно обеспечить им военно-стратегическое преимущество и защитить торгово-экономические интересы в этой части земного шара. Последние документы МО США свидетельствуют, что американские «ястребы» рассматривают АТР в качестве важнейшего стратегического плацдарма, в том числе и для развертывания морского компонента национальной ПРО.

Abstract: The coming shifts in the regional military balance away from the United States and its allies towards China can lead to a deformation of the American containment policy. The goal of this article, which represents a logical continuation of a number of other works of the author on the problems of regional security in the Asia-Pacific Region, is the analysis of Washington’s main military strategic approaches with regards to the People’s Republic of China and forecast of the development of military political situation upon the mid-term prospects. A number of American experts claim that in an event of a military conflict the United States will have no choice but to dominate the military forces of China and neutralize its ability to restrict and prevent access to separate territories, blocking of certain zones and maneuvers within them (concept A2/AD), using a number of offensive and defensive means, including targeting objects on the territory of China with non-nuclear force. The author comes to the conclusion that American policy-making, headquarters, and expert-analytical structures are conducting a targeted work, aimed at maintaining their influence in the Asia-Pacific region.
