Аннотация: In this article Professor S.G. Olkov expresses his view on capital punishment, proves that capital punishment is hardly effective, if we regard it as means to bring the number of premediated murders to its minimum. To prove his position S.G. Olkov provides statistical and other data. As he points out, although it may seem that capital punishment should carry great restrictive value, it is not likely that we can find an effective statistical correlation between the number of premediated murders and application of the capital punishment.
